Regulations

Building transport or town planning infrastructure projects while respecting the environment and current regulations represents the know-how provided by INEXIA's environmental engineers and study managers, from implementing feasibility studies to consulting on how
to optimize administrative procedures.

Upstream environmental studies

Upstream integration of environmental factors into projects is a major concern for stakeholders, strengthened by regulations related to the “Grenelle de l’environnement.”

In this context, our teams provide their expertise in terms of analysis by deploying environmental studies, such as preliminary studies, environmental studies and impact studies and by creating public enquiry files or files related to specific themes: law on water, level crossings, town planning.

"In the context of the New Transit Freight Itinerary Program, INEXIA carried out the impact study and produced the public enquiry file relating to the creation of freight connections for the communes of Aulnoye-Aymeries and Honnechy. These studies involved taking account of the agricultural context (limiting the remoteness caused by the Honnechy connection) but also the human (acoustic annoyance) and natural (identification of areas with ecological issues) contexts".  Anaïs Sokil, Upstream Environmental Study domain manager.

Regulatory expertise

Taking account of a project's environmental dimension requires respecting complex administrative procedures and adapting to a regulatory context which is constantly changing.

Command of these constraints enables our specialists to identify as soon as possible the procedures to which the project is subject and to implement a strategy and solutions that are adapted to the regulatory context. In addition to their consulting mission, our teams plan the creation and examination of regulatory files and carry out regulatory and jurisprudence watch to guarantee optimum security for projects in all phases.

Finally, they are able to train project managers and project owner delegates in identifying, planning and carrying out the administrative procedures that are vital to all infrastructure projects.

Capitalising on this know-how enables us to assist project owners with all public procedures inherent to projects: prior consultation and public debate, public enquiry, inter-administration discussion.

"For Annecy's candidacy for the 2018 Winter Olympics, we provided project ownership assistance and had to identify the administrative procedures to which the project would be subject and then produce regulatory problem notes, such as the consequences of the introduction of an "Olympics" law on the project's director timetable".  Romain Guibert, Regulatory Expertise domain manager.

Upstream studies

The objective of the upstream studies is the emergence of a shared vision on necessary development of transport infrastructures to respond effectively to travel requirements. As a vital decision-making assistance tool, they respond to the following issues:
